  • Civil Society Budget Advocacy Group (CSBAG) is a non-profit organization dedicated to promoting equitable and accountable budgeting processes in Uganda.
  • Our mission is to ensure that public resources are allocated efficiently, transparently, and in a manner that prioritizes the needs of marginalized communities.
  • We work closely with government agencies, civil society organizations, and other stakeholders to advocate for policies that foster inclusive development and social justice.

  MOTIVATION FOR STAFF

  • Business Growth: The year 2024 and beyond have brought significant opportunities for growth at CSBAG. With an increasing number of projects coming on board, there is a growing demand for our services and expertise. To capitalize on these opportunities and effectively manage the expanding workload, CSBAG needs to recruit additional staff.
  • New Strategic Plan Implementation: CSBAG has embarked on the implementation of its 3rd generation Strategic Plan, called SPARE 204/29. This forward-thinking plan entails innovative strategies and ideas aimed at advancing CSBAG’s mission and impact. To support the successful execution of SPARE 204/29 and ensure the realization of its ambitious goals, CSBAG requires fresh talent and staff with diverse skills and perspectives.

POSITION ONE: ECONOMIST

RESPONSIBILITIES:

  1. Economic Analysis and Research:
    • Conduct rigorous economic analysis and research on budgetary policies, fiscal trends, and socio-economic issues affecting the country with a focus on equity, efficiency, and social justice.
    • Publish high-quality research papers, policy briefs, and reports on key economic issues, disseminating findings to policymakers, academia, civil society, and the media.

2. Fiscal Policy Development

  • Provide strategic leadership and technical expertise in the formulation and evaluation of fiscal policies, tax reforms, and public expenditure programs aimed at promoting inclusive growth and poverty reduction.
  • Analyze government budgets, revenue sources, and expenditure patterns to assess their impact on equity, social welfare, and sustainable development goals.
  • Develop innovative policy recommendations and advocacy strategies to influence budgetary decisions and fiscal reforms at the national and regional levels.

3. Capacity Building and Knowledge Sharing:

  • Mentor and support a team of economists, researchers, and analysts, fostering a culture of excellence, collaboration, and continuous learning.
  • Provide training and technical assistance to CSBAG staff, partner organizations, and government officials on economic analysis, budget advocacy, and public finance management.
  • Engage in knowledge-sharing initiatives, including workshops, seminars, and conferences, to disseminate best practices and build the capacity of stakeholders in the field of economic policy.

4. Stakeholder Engagement:

  • Engage with government officials, policymakers, civil society organizations, and other stakeholders to promote dialogue on economic policy issues and advocate for budget transparency and accountability.
  • Participate in meetings, workshops, and conferences to represent CSBAG and contribute expertise on economic matters.

QUALIFICATIONS

  • Master’s degree or higher in Economics, Public Policy, Development Studies, or a related field.
  • Minimum of 3 years of professional experience in economic research, policy analysis, or budget advocacy.
  • Strong quantitative and qualitative analytical skills, including proficiency in econometric analysis and statistical software (e.g., Stata, R).
  • Proven ability to conduct independent research and produce high-quality reports and policy briefs.
  • Excellent written and verbal communication skills, with the ability to effectively communicate complex economic concepts to diverse audiences.
  • Experience in engaging with government agencies, civil society organizations, and international stakeholders is desirable.
  • Commitment to social justice, transparency, and accountability in public finance management.
  • Excellent communication and negotiation skills, with the ability to articulate complex economic concepts and policy recommendations to diverse audiences.

POSITION TWO: PROGRAM ASSOCIATE

RESPONSIBILITIES

  1. Research and Analysis:
    a. Conduct thorough research on budgetary policies, fiscal trends, and socio-economic issues affecting Uganda and the regions.

b. Monitor policy developments and legislative changes related to public finance management, taxation, and social welfare programs.

  1. Policy Advocacy:
    a. Develop policy briefs, reports, and presentations to communicate research findings and policy recommendations to stakeholders, including government officials, civil society organizations, and the media.

b. Engage in advocacy efforts to influence budgetary decisions and policy reforms that promote social justice, poverty reduction, and sustainable development.

  1. Capacity Building:
    a. Provide technical assistance and capacity-building support to CSBAG staff, partner organizations, and community leaders on budget analysis, advocacy strategies, and policy engagement.

b. Organize training sessions, workshops, and knowledge-sharing events to empower stakeholders with the skills and knowledge needed to participate effectively in budget advocacy efforts.

  1. Collaboration and Networking:
    a. Foster partnerships and collaboration with government agencies, academia, research institutions, and international organizations working in the field of public finance and governance.

QUALIFICATIONS:

a. Preferably a Master’s degree in economics, public policy, development studies, or a related field. A combination of relevant academic qualifications and practical experience may be considered.
b. Minimum of [3] years of experience in policy analysis, budget advocacy, or related fields, preferably within the context of national level
c. Strong understanding of public finance management, fiscal policies, and budgetary processes.
d. Excellent research and analytical skills, with the ability to synthesize complex information and communicate findings effectively to diverse audiences.
e. Proven track record of conducting policy research, producing high-quality reports, and influencing policy decisions.
f. Demonstrated commitment to social justice, human rights, and poverty alleviation.
g. Excellent interpersonal skills and ability to work collaboratively in a multicultural environment.

POSITION THREE: DATA ANALYST

RESPONSIBILITIES

  1. Data Collection and Management:
    b. Collect, clean, and organize data from various sources, including government reports, surveys, and public databases, to ensure accuracy and completeness.
    c. Develop and maintain databases and data systems for storing and retrieving information relevant to CSBAG’s research and advocacy initiatives.
    d. Implement data quality assurance procedures to validate the integrity and reliability of datasets used for analysis.

2. Data Analysis and Visualization:
a. Conduct statistical analysis and data mining techniques to identify trends, patterns, and correlations in large datasets related to budgetary allocations, expenditure patterns, and socio-economic indicators.
b. Utilize data visualization tools (e.g., Tableau, Power BI) to create charts, graphs, and interactive dashboards that communicate key insights and findings effectively to internal and external stakeholders.
c. Generate reports and presentations summarizing analytical findings and policy recommendations for decision-makers and advocacy purposes.

3. Policy Research and Advocacy Support:
a. Collaborate with policy analysts and researchers to integrate data-driven insights into policy analysis, advocacy strategies, and campaign planning.
b. Provide analytical support for CSBAG’s advocacy efforts by synthesizing complex data into compelling narratives and evidence-based arguments that influence policy decisions.

c. Stay informed about emerging trends and best practices in data analysis, research methodologies, and technology tools relevant to CSBAG’s areas of focus.

4. Capacity Building and Training:
a) Offer training and technical assistance to CSBAG staff, partner organizations, and community stakeholders on data collection methods, analysis techniques, and data visualization tools.

QUALIFICATIONS

a. Bachelor’s or Master’s degree in statistics, economics, computer science, or a related field with a strong quantitative focus.
b. Proven experience in data analysis, preferably in the context of social research, public policy, or development economics.
c. Proficiency in statistical software (e.g., R, Python, Stata) and data visualization tools (e.g., Tableau, Power BI) and others.
d. Strong analytical skills and attention to detail, with the ability to derive meaningful insights from complex datasets.

POSITION 4: COMMUNICATIONS SPECIALIST

RESPONSIBILITIES

  1. Communication Strategy Development:
    a. Identify key messages, themes, and communication channels to effectively reach diverse CSBAG stakeholders,
  2. Content Creation and Management:
    a. Create compelling content for various communication channels, including website articles, blog posts, social media posts, press releases, and newsletters, to showcase CSBAG’s work, research findings, and advocacy initiatives.
    b. Manage CSBAG’s online presence and digital platforms, including the organization’s website and social media accounts, to ensure consistent branding, messaging, and engagement with followers.
  3. Media Relations and Outreach:
    a. Cultivate and maintain relationships with journalists, media outlets, and influencers to secure media coverage and amplify CSBAG’s advocacy messages and policy recommendations.
  4. Advocacy Campaign Support:
    a. Provide communication support for CSBAG’s advocacy campaigns, including developing campaign materials, organizing events, and mobilizing supporters through online and offline channels.
  5. Monitoring and Evaluation:
    a. Track and analyze the performance of communication activities, including website traffic, social media engagement, media mentions, and audience feedback, to assess effectiveness and inform future strategies.

QUALIFICATIONS

a. Bachelor’s or Master’s degree in communication, journalism, public relations, or a related field.

b. Proven experience in communication, media relations, or public affairs, preferably in the non-profit sector or advocacy organizations.

c. Excellent writing and editing skills, with the ability to craft clear, concise, and persuasive communication materials for diverse audiences.

d. Strong digital literacy and proficiency in using communication tools and platforms, including website content management systems, social media management tools, and email marketing software.

e. Creativity, initiative, and a passion for social justice and advocacy.

POSITION 5: FINANCE OFFICER

RESPONSIBILITIES

  1. Financial Management:
    a. Oversee day-to-day financial operations, including accounts payable, accounts receivable, and petty cash management, to ensure accuracy, efficiency, and compliance with accounting standards.
    b. Process financial transactions, including payments, reimbursements, and receipts, in accordance with CSBAG’s financial policies and procedures.
  2. Budgeting and Forecasting:
    a. Assist in the preparation of annual budgets, forecasts, and financial plans in collaboration with program managers and senior management, ensuring alignment with organizational priorities and donor commitments.
    b. Monitor budgetary performance against approved budgets and provide timely analysis and recommendations to management on variances, budget utilization, and financial risks.
  3. Financial Reporting:
    a. Prepare monthly, quarterly, and annual financial reports for internal management purposes, as well as for donors, government agencies, and other stakeholders, ensuring compliance with reporting requirements and deadlines.
    b. Assist in the preparation of donor financial reports, including budget narratives, expenditure analysis, and supporting documentation, to ensure accuracy and compliance with donor regulations.
  4. Compliance and Audit Support:
    a. Ensure compliance with relevant financial regulations, policies, and procedures, including taxation, statutory deductions, and audit requirements.
    b. Assist in coordinating internal and external audits, including preparing audit schedules, responding to auditor inquiries, and implementing audit recommendations.
  5. Capacity Building and Training:
    a. Provide financial management training and support to program staff, partners, and grantees to strengthen their financial literacy and compliance with CSBAG’s financial policies and procedures.

QUALIFICATIONS

a. Bachelor’s degree in accounting, finance, or a related field. Professional certification (e.g., CPA, ACCA) is desirable.
b. Minimum of 3 years of relevant experience in financial management, accounting, or auditing, preferably in the non-profit sector.
c. Proficiency in accounting software e.g., QuickBooks, and Microsoft Excel.
d. Strong analytical skills and attention to detail, with the ability to analyze financial data, identify trends, and make recommendations.
e. Excellent organizational and time management skills, with the ability to prioritize tasks and meet deadlines in a fast-paced environment.
