- Public Finance Management- sector policies and Budget analyses
- Development Aid policy analysis and Advocacy
- Managing Partnerships in complex/ multi-racial/ multi-country/ multi-layer (global, continental, regional and national) context.

Board Member: Mr. Mutabazi has over 15 years of experience working with civil society and Government. He has a long standing interests in infrastructure development and socio-economic transformation and is an avid promoter of modern urban planning practices in Uganda. Mr. Mutabazi is the Vice Chairperson of Roads Industry Council (RIC Uganda) and also serves on other Board including Board Member of Construction Sector Transparency Initiative (CoST) Uganda and sits on the Multi-Stakeholder Working Group (MSG).

Richard is highly skilled in mobilization, capable of guiding, and working with others to accomplish a common goal. He has a special art and science of cultivating, nurturing and maintaining strong partnerships with likeminded institutions such as networks, coalitions, alliances as well as the relevant Government ministries, departments and agencies.
