1. Partnership: National Budget Month

Convener: Ministry of Finance, Planning and Economic Development

Brief: CSBAG partners with Ministry of Finance, Planning and Economic Development, Uganda Revenue Authority every Financial year to rally both Government and Citizens to be more involved in the budget process as well as to allow Government to be more open in budget accountability and transparency. The National Budget month presents CSBAG an opportunity to showcase our contribution in promoting budget accountability in Uganda.

2. Partnership: World Bank Civil Society Policy Forum Working Group

Partnership Since 2019

Convener: World Bank Civil Society Policy Forum Working Group

Brief: The Working Group serves as an interlocutor with the World Bank (WB) and International Monetary Fund (IMF) civil society teams to effectively connect a thematically diverse group of civil society to voice concerns, share ideas and experiences on wide range of development aspects.

CSBAG Contribution to the Partnership:

CSBAG is charged with the responsibility of mobilizing African CSOs for a collective voice when engagement with the World Bank

3. Partnership: Public Expenditure Committee -PEMCOM

Partnership Since 2015

Convener: Ministry of Finance, Planning and Economic Development

Brief: CSBAG is a member to the Public Expenditure Committee -PEMCOM, which is a high-level forum set up to provide strategic policy guidance for PFM reforms. This is composed of Government, Development partners and CSBAG represents CSOs on this committee.

CSBAG Contribution to the Partnership:

At PEMCOM CSBAG contribution includes Partnering with the Directorate of Budget to assess the Program Based Budgeting in 2017, put links of these reports

Partnering with the Office of the Accountant General to assess Government adhere to the PFMA, 2015 for FY 2014/15 and FY2015/16

4. Partnership: Uganda National Immunization Committee/ Immunization Fund Board

Partnership Since 2018

Convener: Ministry of Health

Brief: CSBAG is a member of the Immunization Fund Board chaired by Ministry of Health which is responsible to manage the immunization fund that was established by the Immunization Act,2017.

5. Partnership: Private Sector Working Group

Brief: CSBAG is a member of the Private Sector Working Group chaired by Ministry of Finance, Planning and Economic Development (MFPED).

6. Partnership: Budget Transparency
Initiative Committee

Partnership Since 2019

Convener: Ministry of Finance, Planning and Economic Development

Brief: CSBAG is a member to the Budget Transparency Initiative Committee to help disseminate budgetary information and generate feedback from citizens. The goal of the partnership is to strengthen transparency; improve accountability and; the quality of public service delivery.

Through the same committee, CSBAG advocacy contributed to some of the improvements registered on the Ministry of Finance, Planning and Economic Development budget
website budget (www.budget.go.ug). Particularly, the Know your Budget component of the website is easier to access and navigate.

Developing Simplified Budget Documents

Enhancing budget literacy through the annual Budget Youth Literacy Challenge, an opportunity for young people to contribute to planning and budgeting process of public resources for promoting a people-centred budget that dignifies humanity.

Spin and Win Budget and Tax Game to interest all categories of people into planning and budgeting process through answering questions about the Uganda’s National Budget to win prizes.

7. Partnership: East African budget Network (EABN)

Partnership Since 2017

Chairperson: Center for Economic Policy Prioritization (CEPP), Rwanda

Brief: CSBAG is a convener of East African budget Network (EABN) that brings together CSOs doing advocacy on public finance management in East African region.

CSBAG Contribution to the Partnership:

CSBAG brings together likeminded CSOs for prudent regional fiscal policy harmonization
and accountability of fiscal EAC commitments
