THE DEVELOPMENT OF ANALYTICAL BRIEFS ON GOU BUDGETPERFORMANCE REPORTS FOR SELECTED GOVERNMENT PROGRAMMES –FINANCIAL YEAR 2024/25

1. Background
The Ministry of Finance, Planning and Economic Development (MoFPED) publishes quarterly
and annual Budget Performance Reports that provide detailed information on approved
budgets, releases, and expenditure for all government votes and programmes, including the
three programmatic areas prioritized under the Third National Development Plan (NDPIII):

  • Agro-Industrialization
  • Human Capital Development
  • Mineral Development (including Mineral-based Industries and Petroleum)

    These official reports are technical and voluminous, making them difficult for ordinary citizens,
    local leaders, CSOs, media, and community-based organizations to understand and use for
    accountability and advocacy purposes.

    The Civil Society Budget Advocacy Group (CSBAG) therefore seeks to produce user-friendly,
    simplified Analytical briefs on budget performance for the above three programmes for
    Financial Year 2024/25 (July 2024 – June 2025, including semi-annual and annual performance
    where available by the time of production).

    2. Overall Objective
    To develop three concise, visually appealing, and easy-to-understand Analytical briefs (one
    per programme) that translate the key findings of MoFPED’s Budget Performance Reports for
    FY 2024/25 into simple language and graphics for non-technical audiences.

    3. Specific Objectives

    • Extract and summarize approved budget, releases, and expenditure data for the Agro
      Industrialization, Human Capital Development, and Mineral Development programmes
      for FY 2024/25 (up to the latest available quarter/semi-annual/annual report).
    • Highlight key achievements, absorption rates, unspent balances, and major
      implementation challenges per programme.
    • Present the information in clear, jargon-free language using infographics, charts, tables,
      and illustrations that citizens can easily interpret.
    • Include a short explanatory section on what each programme is meant to achieve
      (programme objectives) and why it matters to ordinary Ugandans.
    • Provide citizen-friendly recommendations and key accountability questions for citizens, CSOs, and local leaders to ask duty-bearers.

      4. Scope of Work.

      The consultant/firm will produce three separate Analytical briefs (one for each programme)
      covering FY 2024/25 with the following minimum content:

      Common structure for each analytical brief (8–12 pages maximum):

      1. Cover page with attractive title and visuals
      2. Quick facts (1-pager) – approved budget, amount released, amount spent, absorption
        rate
      3. What is this programme about? (simple explanation of programme objectives and key
        interventions)
      4. How much was planned vs. released vs. spent (simple bar charts/pie charts)
      5. Key achievements in 2024/25 (bullet points with icons)
      6. Where the money went (top 5–7 biggest expenditure items in simple terms)
      7. Challenges and unspent balances (in simple terms)
      8. What citizens should ask their leaders (5–7 accountability questions)

      Programmes to be covered:

      • Programme 01: Agro-Industrialization
      • Programme 02: Human Capital Development (Education, Health, Water & Sanitation,
        Social Development components)
      • Programme 12: Mineral Development (including mining, petroleum, and geological
        surveys)

      5. Key Deliverables

      1. Inception report with work plan and sample design template (within 5 days of signing
        contract)
      2. First draft of the three Analytical briefs (PDF & editable InDesign/Illustrator/Canva
        files)
      3. Final production ready analytical briefs (high-resolution PDF for printing and low
        resolution for web/social media)
      4. 2 printed hard copies of each brief.

      6. Methodology (expected)

      • Thorough review of MoFPED Quarterly Performance Reports, Semi-Annual and
        Annual Budget Performance Reports for FY 2024/25
      • Review of approved Budget Estimates (Volume I & II) and Programme Budgeting
        System (PBS) reports
      • Design and layout using simple, consistent visual identity (to be agreed with CSBAG)
      • Two rounds of review and feedback with CSBAG technical team

      7. Timeframe

      Total duration: Maximum 10 calendar days from date of contract signing (target completion:
      latest by 20th December 2025.

      8. Qualification and Experience Required

      • Proven experience in simplifying budget/financial information for non-technical
        audiences (attach at least 3 samples of previous citizens’ budget analytical briefs)
      • Strong research and data analysis skills
      • Excellent graphic design and layout capabilities (knowledge of Adobe
        InDesign/Illustrator or Canva Pro)
      • Understanding of Uganda’s national budget process and NDPIII programmes
      • Experience working with civil society organizations in Uganda is an added advantage

      9. Reporting

      The consultant will work under the direct supervision of the Executive Director and Technical
      Team of CSBAG.

      10. Budget

      To be proposed by the bidder (inclusive of all taxes, printing of 150 copies, and any incidental
      costs). CSBAG reserves the right to negotiate the final cost with the selected bidder.

      11. Submission of Proposals

      Interested individuals/firms should submit:

      • Technical proposal (max 5 pages)
      • Financial proposal
      • CV(s) of key team members
      • At least three samples of previous similar work
      • Company profile (where applicable)
