TERMS OF REFFERENCE FOR ASSESSING PUBLIC FINANCING FOR FOOD SECURITY, NUTRITION AND WASH IN UGANDA FY2019/2 0-FY2021/22
- Introduction
Globally, almost 200 million children under 5 suffer from stunting, wasting, or both and at least 340 million from the hidden hunger of vitamin and mineral deficiencies.[1] In Uganda despite the significant progress made towards achieving maternal, infant and young child nutrition targets, Malnutrition is still high. For instance, 28.9% of children fewer than 5 years of age are stunted, while 3.5% of children fewer than 5 years of age are wasted[2]. The main causes of young child malnutrition include; inadequate dietary intake, household food insecurity, inadequate maternal and child care, poor access to health care and health environment[3]. Relatedly, inadequate access to WASH services and poor household level practices has significantly contributed to underlying causes of malnutrition. For example, the Percentage of the population using an improved sanitation facility not shared with other households is at 18% for rural and 44.8% for urban. While Only 68% of rural villages in Uganda have access to safe water supply as of June 2020.[4] Furthermore, the proportion of Ugandan households who are food insecure stands at 69%[5]. This is mainly attributed to high levels of poverty, food prices, dependence on rain fed agriculture and occurrence of natural disasters.
Achieving the 2nd Sustainable Development Goal and ensuring that every child reaches their full potential and no child under 5 is undernourished, requires adequate budgetary allocations to food security, nutrition and WASH interventions. This is because every $1 of investment in nutrition yields $16 in benefits across health and productivity.[6] It’s against this background that CSBAG[7] would like to contract the services of a consultant/ consultants to undertake an assessment on financing for WASH, food Security and Nutrition looking FY 2019/20-FY2021/22. Evidences generated from this assessment will be used to popularize the status of food security, nutrition and WASH financing in Uganda; advocate for improved financing for food security, nutrition and WASH in Uganda; and finally lobby government to deliver on food security, nutrition and WASH commitments.
- Statement of work
The Consultant will suggest the study design and the tools for the analysis. The study will involve literature review, key informant interviews with officials from Ministries Department and Agencies and Local Governments implementing food security, nutrition and WASH interventions, development partners, civil society and any other key stake holders.
- Specific TORs
The specific terms of reference for this assessment are;
- Review the institutional and legal policy framework for Nutrition, Food security and WASH in Uganda and how these influence effective service delivery in these areas
- Analyze the budget allocations for Nutrition, Food Security and Nutrition for FY 2019/20-FY2021/22 (both Gou and External financing)
- Provide an overview of the sub sector performance highlighting the key priority areas under WASH, Food Security and Nutrition in terms of budget performance and implementation FY2019/20-FY2020/21
- Make recommendations on constraints identified for adequate financing food security, Nutrition and WASH in Uganda
- Establish the effectiveness and level of coordination of the current Nutrition funding mechanisms.
- Add any other information that is relevant to the analysis (use of table and graphs is encouraged)
- Outputs timeframe
Its estimated that this assignment should be completed within 15 working days and not later than 15th August 2021. The consultant will produce the following outputs by the stated deadline:
- An Inception report
- Draft report on financing for WASH, food Security and Nutrition looking FY 2019/20-FY2021/22
- Detailed final report on financing for WASH, food Security and Nutrition looking FY 2019/20-FY2021/22
- Profile of the Consultant
The consultant should have the following competencies
- Excellent knowledge of PFM laws, policies, practices and principles in Uganda
- Demonstrable understanding of the political economy of Uganda
- Excellent knowledge of the accountability sector and policies in Uganda
- Practical knowledge and experience with CSO programming and advocacy approaches
- Proven experience in public policy analysis
- An advanced degree in Economics or any public finance fields.
- Supervision and support
The consultant will be reporting to the Executive Director, directly on this assignment but will have close working relationship with the Budget Policy Specialist
- Submission of proposals for the tasks
CSBAG is inviting Proposals for implementation of all outputs and activities as specified in this Terms of Reference. Interested consultants/firms are requested to submit Technical and financial proposals:
1. Only financial proposals quoted in UGX are permitted
2. The technical proposal should contain:
a. Description of the understanding of the tasks, including comments on the TORs;
b. A brief critique or advice on, what the TOR ought to have included or considered, from your understanding of the task;
c. A description of the methodology to be followed, to achieve the desired objectives;
d. Work plan and Time scheduling of information gathering and other activities; and
e. CVs of the consultants/firms
