TERMS OF REFERENCE TO REVIEW AND COMPLETE TRAINING CURRICULUM ON PUBLIC FINANCE MANAGEMENT

1.0. Introduction
Public Finance Management (PFM) is a set of laws, rules, systems and processes used by a country to mobilize revenues, allocate resources, undertake public spending and account for the resources as results are audited.

Government has been engaged in PFM reforms since the 1980s. Since then, PFM performance has improved in budget credibility, transparency, policy-based budgeting and budget execution controls. This is attributed to several reforms, prominent among which includes the ratification of the PFM Act (2015), the Treasury Single Account (TSA), payroll reforms, introducing Program-Based Budgeting (PBB) and other important reforms such as deepening the rollout and use of the Integrated Financial Management Information System (IFMIS). These interventions received significant support through Government’s Financial Management and Accountability Programme (FINMAP), which started in 2007.

Despite these improvements however, there are still challenges in the implementation of Uganda’s PFM evident in the low management of Public Investment Management (PIM), unsustainable resource mobilization, limited PFM regulatory compliance, increasing expenditure arrears, low integration of financial management and accountability systems, and limited audit scrutiny and follow up. Understanding of PFM by citizens is still low, with a limited number of citizens and Civil Society Organizations (CSOs) able to understand, analyze and advocate on PFM related issues. These have been largely attributed to the capacity gaps, communication asymmetry, weak supervision and bureaucratic relationship between the Centre and the LGs.

With the rate at which PFM reforms are happening, it is crucial for CSOs to keep abreast and ensure the benefits accrue to them through proactive engagements than being reactionary through audits and evaluation findings.

CSBAG therefore developed a PFM training curriculum to be used to build the capacity of its fellow CSOs and other non-state actors on PFM for increased advocacy. CSBAG therefore desires to contract the services of a consultant to review and complete the developed modules for the PFM training curriculum that will be used to train of various actors in the PFM spectrum.


2.0. Rationale

The PFM reforms are happening at a much faster pace and many stakeholders have not played their part effectively. The capacity building initiatives in both government and CSO circles are not adequate to address or respond to some of the emerging issues in the PFM arena.

The complexity of PFM reforms requires a systematic capacity building program that keeps track of all the reforms, which a training curriculum is able to provide guidance on. The comprehensive curriculum for PFM will be used for capacity enhancement for public servants, CSOs, citizens and private sector actors, and used in training institutes or bootcamps for PFM improvements.


3.0. Objectives
The overall objective of the TOR is to complete the comprehensive training curriculum for PFM actors for capacity enhancement of state and non-state actors. Specifically, the consultant will:
a) Assess and review the existing 9 modules of the PFM curriculum to ensure they are ready to deliver on the PFM training
b) To ensure that the modules are encompassing of all PFM related key areas and are able to provide a wholistic understanding to the learners at the end of the course
c) Be available to train learners on the Curriculum in the first cohort which will also act as a pre-test of the curriculum.


4.0. Expected Output
The key output is a comprehensive curriculum with specific modules for PFM.
5.0. Timeframe
The assignment should be undertaken with 20 working days from the day of contract signing.


5.0. Reporting
The consultant will be reporting to the Executive Director directly on this assignment but will have close working relationship with the Senior Economist, Ms. Sophie Nampewo.


6.0. Competencies
The consultant should have the following competencies:
i. Excellent knowledge of PFM laws, policies, practices and principles in Uganda
ii. Demonstrable understanding of the political economy of Uganda
iii. Excellent knowledge of Local Government system and policies in Uganda
iv. Practical knowledge and experience with CSO programming and advocacy approaches Competency in developing academic curriculum or training programs for advanced learners’ institution such as University, college or higher institutes
v. Proven experience in public policy analysis
vi. An advanced degree in Economics or any public finance fields.

7. Submission of proposals for the tasks
Interested consultants are requested to submit technical and financial proposals and should contain:
a) Description of the understanding of the tasks, including comments on the TOR;
b) A clear description of the methodology to be followed, to achieve the desired objectives;
c) Work plan and Time scheduling of information gathering and other activities;
d) CVs of the consultant
e) A financial proposal, including staff time cost, direct expenses, reimbursable expenses
