TERMS OF REFERENCE TO DEVELOP A CSBAG ENVIRONMENTAL POLICY

1.0. Background

Our environment is the most precious resource. The effects of human activity on the environment have caused increasing concern since the 1970s, and international policy frameworks have been developed and implemented over the past thirty years to control and mitigate this impact.[1]

Environment conservation is key in making sure that the environment does not deteriorate in quality and that which has been deteriorated in any way is restored to its former or better condition. This requires us to implement prevention mechanisms and good practices to comply with the environmental safeguarding behaviors at individual, community, organization, regional and national level.[2]

An organization environmental policy is an organization’s declaration of commitment to the environment. It unifies the organization’s vision to preserve the environment in all the organization’s activities and practices with commitment from all key stakeholders including employees, management, partners, shareholders, customers, and suppliers. The environmental policy is the commitment of an organization to the laws, regulations, and other policy mechanisms concerning environmental conservation.

The Civil Society Budget Advocacy Group (CSBAG) encourages its employees to adopt environmental safeguarding behaviors such as reducing paper wastage, using electricity wisely, recycling paper without any rules and regulations to balancing environmental protection and the conservation of natural resources.  It is essential for CSBAG to have an environmental policy to protect the health, safety and wellbeing of staff, and ensure compliance with environmental regulations, improve cost effectiveness and increase innovative environmentally friendly technologies. However, the organisation has limited knowledge on protecting the environment.

In line with the above, CSBAG would like to contract the services of a consultant to develop an environment policy for the organization. The environmental policy will guide the organization’s operations to prevent, reduce and mitigate harmful effects on the environment.

2.0. Rationale for the environmental policy development

Destruction of the environment has led to a number of problems such as a decline in agricultural production, an increase in diseases related to the polluted environment such as cancer, and extinction of various species of plant and animals. Many people destroy the environment simply because they do not know the impact of their actions and sometimes people who wish to be part of the conservation process lack the knowhow of environmental conservation. To increase the speed of environmental conservation, people should know the importance of environmental conservation and how they can help in the process.

Environmental preservation and conservation is important as it helps us to ensure that we continue to benefit from resources provided by our environments such as getting clean air, protecting the earth from climate change, preserving water sources, and getting food and medicines. It is the responsibility of everyone to ensure that our environment is conserved since a better environment is good for all of us.

An organization environmental policy therefore aids in helping individuals and organizations stay within the law, keep employees informed about their environmental roles and responsibilities, and reduce incidents that result in liability.

3.0 Specific Terms of Reference

The consultant will assess and understand the scope of environmental conservation and preservation and the organization’s contribution. Specifically, the consultant will:

  1. Develop a detailed organisation environmental safeguarding policy for the organisation detailing ways to improve cost control in the organization; keep employees informed about their environmental roles and responsibilities; support the organization to comply with the environmental laws; and improve the efficiency of organisation processes
  2. Train staff in understanding the environmental roles and responsibilities

4.0. Timeframe

The assignment will be delivered in a period of 30 days from the agreed start date but not later than 30th July 2022.

5.0. Key deliverables

The key deliverables of this assignment shall include;

  1. A draft environmental policy
  2. A final environmental policy
  3. Staff training on the environmental policy
  4. Training report

6.0. Reporting

The consultant will report directly to the Deputy Executive Director, Ms. Carol Namagembe while executing the assignment.

7.0. Required Skills and Experience

The consultant should demonstrate:

  • Should have a clear understanding of environmental policies, procedures and practices
  • Experience in drafting policies and regulations, providing examples of previous experience in the performance of similar services
  • Previous experience of working with different organizations
  • Deeper understanding of Environmental conservation and preservation
  • Possession of a post graduate qualification in legal practice and environmental management or related will be an added advantage.

8.0. Application procedure

Interested consultants/firms are requested to submit Technical and financial proposals (quoted in UGX). These should contain:

  1. Description of the understanding of the tasks, including comments on the TORs;
  2. A brief critique or advice on, what the TOR ought to have included or considered, from your understanding of the task
  3. A description of the methodology to be followed, to achieve the desired objectives.
  4. Work plan and time scheduling of information gathering and other activities; and
  5. CVs of the consultants/firms

9.0. Application Process

Interested candidates should submit their application letter, updated CVs, technical and financial proposals, and references for similar work conducted previously, addressed to the Executive Director: Civil Society Budget Advocacy Group (CSBAG), email: hr@csbag.org P.O.
