1.0 Introduction.

Civil Society Budget Advocacy Group (CSBAG) is a coalition of National and sub national Civil Society Organizations (CSOs) and individuals, formed to influence Government decisions on resource mobilization and utilization for equitable and sustainable development. Since 2004 CSBAG has been implementing Budget advocacy at national and sub-national level. 

Together with the coalition members, CSBAG has made important strides towards ensuring that the budget-making process in Uganda is participatory and citizens’ concerns are prioritized in the budget allocations and implementation, with the main aim of ensuring that the views and concerns of the poor and marginalized people are incorporated into local and national budgets.

2.0 About PIP project:

 CSBAG has since April 2018 implemented a project titled ‘Promoting Inclusive Public Finance Management (PIP) at National level and in 12 districts of Kibaale, Kakumiro, Bushenyi, Sheema, Kanungu, Rubanda, Kabale, Pader, Agago, Abim, Kibuku and Budaka.

The project aimed at Strengthening citizen’s inclusion in public finance management and governance for equitable service delivery in Uganda through creating a more capacitated citizens and CSO movement to actively engage in budget decision making processes, collaborate with government for open and inclusive PFM decision making processes where Citizens/CSO concern shape PFM policies, where we can have better accountability and ultimately improved service delivery that benefits women and men.

2.1 The project has the following 3 outcomes:

1. A Strengthened collaboration between CSOs and Government for citizen responsive PFM
2. Amplified   citizens and CSO voices and action on national and local government fiscal priorities
3. CSBAG capacity as coalition to deliver on its mandate strengthened

3.0 About the Project Performance and Impact Documentation

CSBAG seeks to assess and provide evidence on the impact resulting from the three-year interventions at the national and local level, through CSBAG.  Out of 12 districts, this exercise will require field visits in at least four (4) districts of Operation.  This Performance and Impact documentation should demonstrate how the PIP project intentions have impacted on the  following aspects:

1. The Extent to which Government ( policy and practice) is responsive towards citizens budget and service delivery needs  
2. The level  and effectivness of CSOs and Citizens engagement with Government for Prudent PFM practices and people centred budget allocations and service delivery
3. The ability of Civil Society mobilized and organized by CSBAG to undertake independent budgey advocacy inititaives at both local and national level

3.1 Specific terms of reference (TOR) for this assignment

Specifically, this assignment requires the successful consultant:

1. To conduct a performance assessment and determine the level of achievement for the set indicators as set out in the project logical framework (outputs, outcomes, and impact) in comparison with the baseline report.  
2. To document at least 8 the impact and stories of change aligned to the 3 project outcomes – these should be accompanied with high quality action oriented and high-resolution pictures
3. To document any un-intended outcomes of this project, both positive and negative for learning and to inform future programming
4. To provide a clear analysis and documentation of the political and social contexts and their possible impact/effects on the programme
5. Coordinate an inclusive and participatory and learning process that allows CSBAG members, stakeholders, and staff to reflect on what has worked well or did not work out well and should be scaled up .
6. Citizens vs NGO involvement – how did citizens beyond CSBAG engage in and influence budgeting and decision making? Asses the level at which Citizens feel, they are shaping the budgeting and planning process in Uganda

4.0 Key deliverables

The key deliverables for this assignment shall include:

1. An approach Memo detailing methodology, approach, and action plan for the assignment.
2. A project performance and impact documentation report containing shall among others, have the following elements;
   1. Implementation context,
   1. Analysis on the registered progress alongside the project results chain (planned Output, outcome, and impact performance indicators)
   1. Project impact by outcome and each section should be accompanied with supporting stories of change.
   1. Document the key lessons, emerging implementation gaps and how these were overcome
   1. Sustainability strategy
   1. Areas of focus for future interventions
3. A project video documentary not more than 10 minutes  

5.0 Timeframe for the deliverables

This assignment should be delivered within 20 working days from the time of signing the contract, and not later than 15^th of September 2022.

6.0     Expected Competencies

Interested applicants should have a minimum of the following competencies:

1. A minimum of a master’s degree in economic policy management, public policy management, social sciences, monitoring and evaluation, research, and other related fields
2. Understanding of the Ugandan context, including knowledge of the civil society sector in Uganda;
3. Vast knowledge of Uganda’s fiscal accountability spectrum
4. Demonstrable experience in handling previous assignments of a similar nature
5. Excellent documentation and writing skills capable of producing highly visual (graphical, pictorial and or otherwise) publications of change and or impact.
6. Should have good understanding of public service delivery in local Governments, and with linkages in ministry of finance, and parliament of Uganda, and can access relevant national policy/planning documents and reports.
7. Should have had at least 7 years of project and programmes evaluations, especially in the area of budget advocacy and citizen engagement and overall PFM
8. Have demonstrable and excellent conceptual and analytical skills as well as gender sensitivity and ethical perspectives

7.0 Submission of proposals for the tasks

CSBAG is inviting Proposals for implementation of all outputs and activities as specified in this Terms of Reference. Interested consultants/firms are requested to submit separate Technical and financial proposals:

1. Only financial proposals quoted in UGX will be accepted
2. The technical proposal should contain:
   1. Description of the understanding of the tasks, including comments on the TORs;
   1. A succinct but short description of the methodology to be followed, to achieve the desired objectives;
   1. Work plan and Time scheduling of information gathering and other activities;
