TERMS OF REFERENCE FOR ASSESSING OPERATIONALIZATION OF DISTRICT CONTINGENCY PLANS FOR KYEGEGWA AND ISINGIRO DISTRICTS

1.0 Background
Uganda endorsed the Sendai Framework for Disaster Risk reduction (2015-2030), which emphasizes the primary role of the state in disaster reduction. The Civil Society Budget Advocacy Group recognizes that under the Sendai Framework, Uganda’s priority shifted to disaster managing and reducing risk. The SDGs, climate and disaster concerns have since been incorporated into Uganda’s Vision 2040 and National Development Plan III 2020/21 – 2024/25.
In the financing part, Uganda’s Public Finance Management Act, (PFM Act, 2015 as amended) provides for funding the management of disaster preparedness, mitigation, and prevention. At Local Government, they have provisions to develop District Contingency Plans as one of the strategies in place to prepare/mitigate/prevent natural disasters. Districts have also gone ahead to map common disasters in their areas and taken action including resettling some of the people from the worst affected areas as well as soliciting for funds from development partners to fund their risk reduction.
It is against this background that CSBAG in partnership with OXFAM Uganda and Joint Efforts to Save the Environment (JESE) with support from the European Union Trust Fund (EUTF) seeks to undertake an assessment of 2 Local Governments of Isingiro and Kyegegwa to establish the extent to which they operationalize their District contingency plans in Local Government plans and budgets.
2.0 Rationale of the Assessment
Government of Uganda through the department of disaster preparedness and management in the Office of the Prime Minister has undertaken many initiatives to support disaster prone districts to develop their contingency plans. Despite these efforts, several the districts have not yet fully implemented their contingency plans due to a number of reasons most notably inadequate financing to implement the response activities. The assessment will look at the extent to which the districts of Kyegegwa and Isingiro have operationalized their contingency plans. The assessment will inform CSBAG’s advocacy for increased financing to disaster risk management.
Thus, there is need to understand the extent to which the recommendations of disaster risk management contained in the District Contingency Plans have been implemented by the Local Governments or have guided the allocation of resources for Disaster Risk Reduction withing the two local governments.
The findings from this assessment will trigger relevant policy recommendations which will inform the government’s interventions in improving its commitment to deliver on disaster risk reduction at local government level.
On its part, CSBAG, OXFAM Uganda and JESE will use the findings in their advocacy agenda in influencing government and development partners to address the financing gaps to disaster risk reduction. The findings will be used to inform the government planning and budgeting process especially for FY 2022/23 as well as lobby for a more sustained financing approach in addressing disaster risk reduction.
3.0 Objectives of the Assessment
The overall objective of this assessment is to assess the extent to which District Contingency Plans for Kyegegwa and Isingiro have guided response and allocation of resources to address disaster risk reduction issues.
This assessment will be a basis for CSBAG’s engagement with Government on prudent public finance management in the mitigation and management of disaster risk management issues in Uganda. The specific objectives are:
- To assess the extent to which disaster risk reduction interventions under the district contingency plans for Kyegegwa and Isingiro have been financed in FY 2020/21 -FY 2021/22.
- To identify challenges in financing the implementation of District Contingency Plans
- To identify best practices and lessons learnt in operationalization of the District Contingency Plans in the two Local Governments
- To recommend how District Contingency Plans can be implemented effectively or guide Local Governments in allocation resources for disaster risk reduction
- To provide CSBAG and other stakeholders evidence for the promotion of DRR responsive budgeting in Uganda
4.0 Scope
The assessment will cover 2 Local Government of Isingiro and Kyegegwa and it shall focus on 2 financial years of FY 2020/21 -FY 2021/22. The choice of sectors was since the two Local Governments have Contingency Plans, and they are operational areas for the EU Trust Fund project on Disaster Risk reduction
5.0 Key Deliverable and timeline
This assessment will be undertaken for a period of 15 working days starting 23rd August, 2021. The key deliverable of this assignment shall include.
1.6 Qualifications
The consultant should have the following qualifications.
- Should have a deeper understanding of Humanitarian and disaster response work
- Should have a clear understanding of the National Policy for Disaster Preparedness and the Public Finance Management Act
- Should have a clear understanding of local government policies and procedures.
- Should have a clear understanding of the Contingency planning and budgeting process.
- Qualified Female candidates are encouraged to apply.
1.7 Submission of proposals for the task
CSBAG is inviting proposals as specified in this Terms of Reference. Interested consultants/firms are requested to submit technical and financial proposals:
- Only financial proposals quoted in UGX are permitted
- The technical proposal should contain:
- Description of the understanding of the tasks, including comments on the TORs.
- A brief critique or advice on, what the TOR ought to have included or considered, from your understanding of the task
- A description of the methodology to be followed, to achieve the desired objectives.
- Work plan and time scheduling of information gathering and other activities; and
- CVs of the consultants/firms
