TERMS OF REFERENCE DOCUMENTATION OF SUCCESS STORIES IN THE IMPLEMENTATION OF A PROJECT ON INFLUENCING PUBLIC FINANCING OF EDUCATION AND HEALTH SECTORS IN THE DISTRICTS OF BULIISA AND RAKAI
1.0 Introduction
The Civil Society Budget Advocacy Group (CSBAG) is a coalition formed in 2004 to bring together CSOs at national and subnational levels to influence Government decisions on resource mobilization and utilization for equitable and sustainable development. CSBAG was created out of a desire to collectively influence government for efficient and effective Public Finance Management (PFM).
Together with the coalition members, CSBAG has made important strides towards ensuring that the budget-making, execution, and accountability processes at national and LG level are participatory.
CSBAG seeks to hire a consultant to document selected success stories for the OXFAM-NORAD funded project on “Influencing Public Financing of Education and Health sectors in Uganda”. At local government level the project is implemented in partnership with Rakai counsellors Association (RACA) in Rakai district; and Kakindo Integrated Women Development Agency (KAWIDA) in Buliisa.
2.0 Project background
With support from OXFAM-NORAD, CSBAG has since 2019 been implementing a 3-year project titled Influencing Public Financing of Education and Health sectors in Ugandaat National level and in the 2 districts of Rakai and Buliisa. The planned outcome of this project is: Citizens, including women and youth as priority groups, meaningfully engage with decision-makers on the transparency and accountability of public revenue and PFM.
- Mobilized and organised Citizens into 2 Participatory budget clubs in Buliisa (Ngwedo Subcounty-23 Members) and Rakai (Lwanda subcounty-23 members)
- Capacity strengthening for citizens on service delivery monitoring, public construction contract monitoring, access to information & open contracting.
- Trained 23 LG technocrats in procurement & contract monitoring.
- Orientated 20 Buliisa and Rakai Councillors and District Public Accounts Committee members on citizen responsive budgeting and accountability
- Mobilised Participatory budget clubs to Conduct health and education service delivery and contract Monitoring, In each of the 2 districts the monitoring targets 2 public health centers, 2 public schools and 2 public construction contracts (1 health and 1 Education).
- Developed simplified district budget information for FY2019/20, FY2020/21 & FY2021/22
- Convened structured engagement in Buliisa and Rakai districts on state of financing and service delivery for health and education sectors
3.0 Specific terms of reference (TOR) for this assignment
Through the CSBAG participatory budget approach and capacity building approaches, the project has contributed to achieving the project outcomes. Some of the emerging success include but not limited to the ones listed below:

With the above changes starting to emerge from the project intervention in Buliisa and Rakai, CSBAG seeks to document changes created by the project, existing gaps, and recommendations on how to overcome the observed challenges. Specifically, this assignment requires the successful consultant to document work on citizens empowerment and engagement in service delivery and contract monitoring, Local Government improvements/changes registered in adherence to the PPDA Act, as well as the influence of the project in shaping budgets and service delivery in the health and education sector.
4.0 Specific Terms of Reference for this assignment
The specific terms of Reference for assignment shall include:
- Engage Citizens, implementing partners and duty bearers to document achievements registered in the following areas i) work on citizens empowerment and engagement in service delivery and ii) contract monitoring, iii) Local Government improvements/changes registered in adherence to the PPDA Act, as well as iv) the influence of the project in shaping budgets and service delivery in the health and education sector.
- Document the key lessons, emerging implementation gaps and how these were overcome.
- A change story documentation of not more than 25 Pages with pictures, voices, and any other evidence to confirm the contribution of the project to the stated achievement.
5.1 Timeframe for the deliverables
This assignment should be delivered within 12 calendar days from the time of signing the contract, and not later than 15th March 2022.
6.0 Reporting
The consultant will be reporting directly to the Executive Director on this assignment and will have a close working relationship with the CSBAG Budget Policy specialist
7.0 Qualifications and competencies
The consultant should have the following qualifications.
- A minimum of a master’s degree in monitoring and evaluation, research, economic policy management, public policy management, social sciences, and other related fields
- Understanding of the Ugandan local government operations
- Excellent documentation and writing skills capable of producing highly visual (graphical, pictorial and or otherwise) publications of change and or impact
8.0 Application procedure
Interested consultants/firms are requested to submit Technical and financial proposals (quoted in UGX). These should contain:
- Description of the understanding of the tasks, including comments on the TORs;
- A brief critique or advice on, what the TOR ought to have included or considered, from your understanding of the task
- A description of the methodology to be followed, to achieve the desired objectives;
- Work plan and time scheduling of information gathering and other activities; and
- CVs of the consultants/firms
