A. BACKGROUND

Uganda’s National Budget for FY2026/27, which will be presented in June 2026, provides the Government’s fiscal, policy, and investment priorities for the forthcoming financial year in line with the Fourth National Development Plan (NDP IV) 2025/26–2029/30, Uganda Vision 2040, and the Government’s 10-Fold Growth Strategy aimed at expanding Uganda’s economy.

The budget is expected to prioritize strategic sectors including agro-industrialization, tourism development, mineral-based industrialization including oil and gas, science, technology and innovation, infrastructure development, energy, and human capital development.

B. ABOUT THE STUDY

CSBAG seeks a consultant to conduct a study identifying and profiling key investment and enterprise opportunities emerging from the FY2026/27 National Budget.

The study will produce a practical, citizen-friendly and investor-oriented Investment Guide highlighting priority sectors, public procurement, local content, fiscal incentives, financing frameworks, export promotion, infrastructure, and wealth creation programmes.

C. OBJECTIVES OF THE STUDY

  1. Identify, analyze, and profile investment, business, and enterprise development opportunities created by the FY2026/27 National Budget.
  2. Assess investment and business opportunities arising from government procurement, local content policies, export promotion initiatives, and industrialization priorities.
  3. Show how tax measures, fiscal incentives, financing frameworks, and policy reforms promote investment and private sector growth.
  4. Identify opportunities for marginalized groups including women, youth, persons with disabilities, refugees, and low-income households.

D. SCOPE OF WORK

The assessment will focus on opportunities in Uganda’s National Budget for FY2026/27 with emphasis on identifying and analyzing key emerging investment opportunities.

E. METHODOLOGY

  • Review key policy and planning documents including the National Development Plan (NDP IV), Public Investment Plan, and budget performance reviews.
  • Review and analyze the draft budget estimates for FY2026/27 to identify investment opportunities.

G. DURATION

The assignment will be undertaken within 15 working days, with final outputs delivered not later than 25th May 2026.

H. REQUIRED COMPETENCIES

  • Degree in Economics, Public Finance Management or related field.
  • Knowledge in public policy and public finance management.
  • Experience in public expenditure analysis.
  • Familiarity with Uganda’s Government budget process.
  • Strong qualitative and quantitative research skills.
  • Excellent report writing and stakeholder engagement experience.
