TORS-Development of a citizen-generated data hub to track SDG 4 Target 4.5 implementation in the Strengthening Public Accountability and Investment in Education Project in Namayingo, Sheema, and Yumbe Districts in Uganda.

  1. Background

The Civil Society Budget Advocacy Group (CSBAG) is a coalition formed in 2004 to bring together CSOs at national and district levels to influence Government decisions on resource mobilization, allocation, and utilization for equitable and sustainable development. CSBAG’s Vision is “a Uganda with a people-centred budget that dignifies Humanity”. The Mission is “to work towards ensuring that resource mobilization, allocation, and utilization is inclusive for a transformed Uganda.     

Civil Society Budget Advocacy Group (Lead Implementing Partner) together with the Initiative of Social and Economic Rights (ISER), and Uganda Society for Disabled Children (USDC) is implementing a 3-year project (January 2024 – December 2026) called Strengthening Public Accountability and Investment in Education (SPAIE) funded by Education out Loud/Global Partnership for Education. The overall objective is to contribute towards improved public investment, strengthened governance and accountability that fosters equitable learning for all children in Uganda by 2026. The project will be implemented at national and in 3 local governments of Namayingo in Eastern Uganda, Yumbe in Northern Uganda, and Sheema in Western Uganda.

As such, CSBAG will take the lead on education sector budget monitoring and expenditure tracking, policy advocacy to shape education sector budget-making processes and increased financing for the education sector. ISER will lead in enhancing the capacities of social accountability structures at the local government level to improve governance and accountability and conduct legal, institutional and policy audits on school governance and accountability. USDC will ensure the inclusion of marginalized groups including girls, children with disabilities, refugees, and children from poor backgrounds during project implementation.

2.0 Project Objective, Outcome and Outputs.

The overall objective of the assignment is to increase the usage of citizen-generated data to track the progress of the implementation of SDG 4 target 4.5 on equality and inclusion for vulnerable populations to inform education planning and policy.

      2.1. Outcome

Therefore, the project will then achieve improved generation and use of Citizen Generated Data to complement government data in education planning and policy processes by 2026.

      2.2. Outputs.

  1. A functional Gender Research and Data Hub periodically updated with Citizen Generated Data for SDG 4.5.
  2. Joint partners report submitted to the United Nations High-Level Political Forum on SDG 4 Target 4.5.
  3. 30 ISER Community Advocates can use the CGD tool and generate community data on SDG 4 target 4.5.

3.0 Scope of Work

The consultant will help support the project partners to advance the work on the Citizen citizen-generated data in their areas of project implementation in the 6 Sub-Counties in 3 districts of Sheema, Namayingo, and Yumbe in Uganda.

4.0 Expected Outputs and Deliverables

The consultant is expected to provide the following deliverables on the project’s objective on the development of Citizen Generated Data.

  1. Citizen Generated Data for tracking the progress of implementation of SDG 4 and Target 4.5 developed.
  2. Citizen Generated Data data collection tools for SDG 4.5 developed.
  3. CSOs and the community data collectors trained on the Citizen Generated Data tools for SDG 4.5.
  4. Guiding User manual for the Citizen Generated Data tools developed.
  5. An alternative report on the CGD developed and disseminated during the 2024 High-Level Political Forum.
  6. Capacity of the SPAIE partners including ISER and USDC on gender and education statistics assessed.
  7. SPAIE partners including ISER and USDC profiled as new members of the Gender Research Data Hub Initiative (GERDHI).
  8. Community facilitators of SPAIE project partners trained on the SDG 4.5 CDG tools.
  9. Usage of the CDG tools for SDG 4.5 rolled in the project implementation areas, particularly in Namayingo, Yumbe and Sheema.

5.0 Execution of assignment

The consultant will be required to quote costs in Ugx that are accurate and feasible. Costs quoted by the consultant shall be the determinants of any payment to be issued to the consultant once an annual contract has been designed.

The consultant and CSBAG shall within the duration of this annual contract design and agree on a periodic. Payment of consultant under this arrangement shall be based on targets agreed on between the consultant and CSBAG as and when the payment schedule has been designed and approved by CSBAG. Specific payment terms will also be designed and agreed on by CSBAG.

6.0 Timeframe for the deliverables

The assignments will be delivered over a project period of 4 years, commencing in January 2024, and ending December 2026.
